Abstract

This study examined the perceived level of 21st-century leadership style and the extent of implementation of the Seal of Good Local Governance (SGLG) Program in the Municipality of Manolo Fortich, Bukidnon. Using a quantitative descriptive-correlational design, data were gathered from 250 barangay officials and constituents through a structured survey questionnaire. Descriptive statistics were used to determine the levels of leadership style and SGLG implementation. At the same time, the Chi-Square Test of Independence was employed to examine the relationship between respondents’ profile variables and their perceptions of the implementation of leadership and governance. The findings indicated that the leadership style of the mayor of the municipality in the 21st century was mostly evaluated positively, with values and vision receiving the highest scores, and learning the lowest. The SGLG Program was perceived as fully implemented across all dimensions of governance, with the most favorable ratings for youth development, disaster preparedness, and social protection. Inferential results indicated that educational attainment was substantially linked with views of leadership style, X2(5, N = 250) = 13.175, p = .022. Sex was significantly associated with perceptions of SGLG implementation, X2(1, N = 250) = 6.984, p = .008. Findings indicate that stakeholder attributes may influence the views chosen for leadership and governance implementation. The results may inform leadership development, gender-responsive governance, and efforts to strengthen local government.
